Continuing care expertise.
A former regulator’s perspective.

In his advisory work, training, and education, Jeff Trendel draws on years of licensing and regulating continuing care providers. Nearly three decades with the North Carolina Department of Insurance, including 21 years as Deputy Commissioner overseeing continuing care and other specialized regulatory programs.

HOW I WORK

Collaboration.
Transparency.
Relationships.

I begin by listening: what decision are you facing, what concerns you, and what do the people involved need to understand? My aim is to bring an independent regulatory perspective to the discussion and help identify practical next steps.

Each community has its own history, culture, and commitments. Understanding those circumstances—and working constructively with your board, leadership, and existing advisers—makes the analysis more useful.

Trusted relationships make room for candor. I explain the evidence, acknowledge uncertainty, and raise difficult issues respectfully.

EXPERIENCE THAT INFORMS THE WORK

A career in continuing care oversight

  • 21 years as Deputy Commissioner
  • Led the task force and drafting to modernize North Carolina’s continuing care retirement communities law
  • Worked with residents and resident associations across North Carolina

Jeff joined the North Carolina Department of Insurance in 1996. He worked as a financial analyst, later led the Continuing Care Retirement Community Section, and was appointed Deputy Commissioner in 2005. He reviewed continuing care filings to assess providers’ financial condition, governance, and commitments to residents.

Jeff led both the stakeholder task force and the drafting of the legislation that modernized North Carolina’s continuing care retirement communities law. The multi-year effort brought together providers, residents, industry professionals, and Department staff.

As Commissioner-appointed supervisor of Aldersgate United Methodist Retirement Community, Jeff worked with the board, management, residents, creditors, and other stakeholders during a period of financial distress. The organization subsequently affiliated with Givens Communities.

Jeff’s broader regulatory work included appointments as Special Deputy Receiver in numerous insurance company receiverships and responsibilities spanning supervision, rehabilitation, and liquidation. He also oversaw specialized programs for professional employer organizations, captive insurers, and individual employers who self-insure their workers’ compensation liabilities. He was principal author of North Carolina’s Professional Employer Organization Act, Captive Insurance Company Act, and Prepaid Health Plan Act.

Jeff graduated in 1988 from The Citadel, The Military College of South Carolina, in Charleston, South Carolina, with a Bachelor of Science in Business Administration.

RESIDENTS & LONG-TERM STEWARDSHIP

The people behind
the commitments.

During his regulatory career, Jeff worked directly with residents and resident associations, including the North Carolina Continuing Care Residents Association. He provided education and regulatory updates, listened to residents’ concerns, and brought their perspectives into discussions with providers and other stakeholders.

That experience shapes how Jeff works today. He can help resident association leaders organize their questions before meeting with boards or management, and help providers explain what financial and governance decisions mean for the long-term commitments they’ve made to residents.
